    Cheryl serves as special counsel to the firm’s regulation and competition departments.
     
    She specializes in administrative law and regulation, and has accumulated extensive experience in communications and telecom, media and broadcasting, postal services and infrastructures.
     
    Cheryl has particular expertise in drafting legislation and regulations on a wide range of topics for clients in the private and public sectors. 
    Cheryl worked in the Legal Department of the Ministry of Communications for 20 years. In her final role with the Ministry, she served as Senior Deputy Legal Adviser and participated in a long list of proceedings and reforms promoted by the Ministry to increase competition in the communications market.
